JAXUSA Partnership, a division of the JAX Chamber, welcomed BI-LO and Winn-Dixie Stores Inc. President and CEO Randall Onstead as its keynote speaker today at its quarterly luncheon at the Hyatt Regency Jacksonville Riverfront.
