ULI to recognize Lori Boyer as Visionary Leader at 2019 Awards for Excellence

Urban Land Institute (ULI) of North Florida, the region’s leading source on urban planning, growth, and development, recently named Lori Boyer as the District Council’s 2019 Visionary Leader.

Boyer recently became the Chief Executive Officer of Jacksonville’s Downtown Investment Authority (DIA). Before her appointment, Lori represented District 5 in Jacksonville’s City Council where she served two consecutive four-year terms, beginning in 2011. She was unanimously selected by her colleagues to serve as Council President in 2016, and also served as chair of the Council’s Land Use and Zoning Committee for two years. During her tenure, she was named by the American Planning Association as the Florida Elected Official of the year.

Her passions on City Council were transformation of our extraordinary water assets into experiences that enhance quality of life and tourism, revitalizing Downtown, improving bicycle and pedestrian safety, and addressing the impacts of flooding and sea level rise all while guarding the financial stability of the City. Now at DIA, she is focusing on the residential first strategy combined with waterfront activation, enhanced streetscapes, and two way street conversion in order to facilitate strong restaurant and retail corridors and neighborhood centers that energize the sidewalks and build communities within Downtown.

Boyer received a B.A. from Georgetown University and a J.D. from the University of Florida. She began her professional career as a lawyer practicing primarily in land use and environmental law. For several decades prior to embarking on her public service career, she was principal of a multi-state real estate investment and property management  company.

She is married to Circuit Judge Tyrie W. Boyer. Together, they share a blended family of one son, three daughters, five grandsons, and one granddaughter.

The ULI North Florida District Council will present the 2019 Visionary Leader Award to Boyer at 5 p.m. on Wednesday, Nov. 13 at the ULI North Florida Awards for Excellence event hosted at the Ritz Theatre and Museum in downtown Jacksonville. Past award recipients include:

  • John Delaney (2012)

Other awards presented that evening include real estate projects in the following categories: Reuse/Repurpose, New Development, Hospitality & Entertainment, and Public Sector/Non-Profit, as well as a new award for an Organization of Influence.
